#02General restriction on freedom of movement and residence

According to Art. 11 of Constitutional Act no. 227/2002 Coll. On the security of the state of war, state of emergency and exceptional state, as amended, the decisions on the denunciation of war and the conclusion of peace, the declaration of a state of war, state of emergency and exceptional state and their termination and the restriction of fundamental rights and freedoms, as well as resolutions of the Parliamentary Counsel, the Security Council and security councils of districts are immediately announced in the press and radio and television broadcasts and their publication is announced in the Collection of Laws of the Slovak Republic.

On 30.09.2020, the Government of the Slovak Republic approved a proposal for a declaration of the state of emergency.

Restrictions do not only apply to: 

  1. The journey to and from employment and the journey to the pursuit of a business or other similar activity;
  2. To the extent basic necessities of life (purchase of food, medicine and medical devices, hygiene goods, cosmetics and other drugstore goods, feed and other necessities for animals, provision of childcare, provision of pet care, refuelling) to the nearest retail outlet from the place of residence and the way back;
  3. Travelling to the extent necessary for the purchase of newspapers or printed matter, servicing of telecommunications equipment, travel to the post office, to postal, banking, insurance, dry cleaners and laundries, car repair shops, technical inspection stations, key services and ophthalmic optics;
  4. The trip to provide the basic necessities of life under point 2 for another person (neighbourhood assistance) and a return journey;
  5. The trip to a medical facility for urgent medical examination, including escort by a close person or relative, and a return trip;
  6. The route to the RT-PCR test or the antigen test certified in the European Union for COVID-19 and the return route;
  7. The trip to the funeral of a loved one, marriage, baptism and the return journey;
  8. The trip to care for a close person or relative who is dependent on such care and a return journey;
  9. The trip of a person with a dog or cat within 100 meters from the place of residence and the journey for the care of livestock and the return journey;
  10. Staying in nature in the extra-urban area of the municipality within the district, in the case of the capital of the Slovak Republic Bratislava and Košice in the extra-urban area within the city territory;
  11. The route of a minor child to and from a childcare facility up to three years of age, a nursery school and a primary school for first – to fourth-year pupils to fulfil compulsory school attendance and a return journey;
  12. Accompanying a minor child to and from a childcare facility up to the age of three, a nursery school and a primary school for first – to fourth-year pupils to complete compulsory school attendance and return;
  13. The arrival to the place of residence, by 25 October 2020.
