#99Financial Administration Extends Issuance and Validity of Qualified Certificates for Recognized Authorization Method

On 17.10.2023, an updated interpretative statement from the Ministry of Investment, Regional Development, and Informatization of the Slovak Republic (MIRRI SR) regarding Decree No. 511/2022 was published. According to this decree, it is possible to validly authorize (electronically sign) selected actions using an ID card or residence permit with a chip issued before 20th June 2021, even after 31st December 2023, without the need for document replacement.

Let's discuss why the Financial Administration made the decision to extend the validity of electronic signatures. The Financial Administration announced the extension of the issuance and validity of qualified certificates for the recognized authorization method until 31.12.2024. This measure is likely taken to allow users to continue authorizing selected actions even after the originally set deadline.

The Ministry of Investment, Regional Development, and Informatization of the Slovak Republic (MIRRI SR) published an updated interpretative statement on Decree No. 511/2022, providing additional guidance on recognized authorization methods. Recognized authorization cannot be used for electronic submissions requiring a handwritten signature officially certified in paper form.

According to the decree, users can authorize (electronically sign) selected actions using an ID card or residence permit with a chip issued before 20th June 2021, even after 31st December 2023. This facilitation is temporary and requires the eID client application version 4.4. The solution until the end of 2024 is for users to obtain a certificate for the recognized authorization method on their old document through the eID client application version 4.4. Certificates are currently issued with validity until 31.12.2024.

Users with certificates valid until 31.12.2023 will be automatically alerted by the eID client application about the approaching expiration of the certificate. This notification is essential for users to issue a new certificate if needed, providing them with better visibility into the validity period, facilitating manipulation within the electronic system.

Users with certificates valid until 31.12.2023, intending to continue authorization per the decree, must reissue the certificate for the recognized authorization method following the procedure outlined in the eID client application.

These measures are likely taken in response to the current situation, aiming to enable users to continue electronic authorization even after the initially set deadline. Nevertheless, users should still monitor and adhere to decrees and guidelines issued by relevant authorities in the field.
